What to look for.

The victim’s head is usually tilted back, their mouth level with the surface of the water.

A drowning person pushes their arms down under water to try to push their head up for air. They cannot wave their arms in the air to signal for help.

Drowning is silent. A person drowning is using all of their energy to try to breath and is therefore unable to audibly yell for help.
